Man charged with terrorism in connection with bombing of Police Outpost, GPL substation

Guyanese national Seon Carmichael was this morning charged and remanded to prison for terrorism.

The 35-year-old bus driver of Land of Canaan, East Bank Demerara, appeared at the Georgetown Magistrates’ Courts before Magistrate Faith McGusty where he was not required to plead.

It is alleged that Carmichael was the driver of the vehicle that transported three foreign nationals during the bombing incidents at the East Ruimveldt Police Outpost and the Guyana Power and Light Inc. substation on May 17.

He will make his next court appearance on June 18.

Police have already issued wanted bulletins for the three foreign nationals, who are said to be Spanish speaking individuals.

On Saturday May 17, two explosions at the East Ruimveldt Police Outpost and the GPL Substation along Mandela Avenue, Georgetown raised alarms within the local community with persons miles away claiming to have heard the explosions.

According to a police report, the first blast took place at approximately 00:40h at the East Ruimveldt Police Outpost, located at Vlissengen Square and East Front Road. A police constable on duty at the time recounted hearing two loud explosions coming from the southern side of the compound. Upon checking the area, she discovered that the metal gate at the back of the building had been completely blown away.

Ranks from the Crime Scene Unit (CSU) were summoned and confirmed that the southern wall of the concrete structure had sustained significant damage. The gate was found about six feet away, twisted and mangled. Nearby residents also reported hearing the twin explosions and then the sound of objects crashing onto their rooftops.

A short time later, police received reports of suspicious damage at the GPL Substation on Mandela Avenue. Although the nature of the damage has not yet been disclosed in full detail, investigators were examining whether both incidents were carried out by the same perpetrators.
