The Guyana Police Force officially commenced its Junior Officers’ Course #1/2026 on Monday, at the Police Officers’ Mess Annex, Eve Leary, Georgetown. The opening ceremony brought together law enforcement officers from Guyana and several Caribbean jurisdictions, including Antigua and Barbuda, Belize, Dominica, Grenada, Jamaica, St. Vincent and the Grenadines, St. Kitts and Nevis, the Turks and Caicos Islands, The Bahamas, and Suriname. Ranks of the Guyana Defence Force, Guyana Fire Service, Guyana Prison Service, and Customs Anti-Narcotic Unit will also be part of the course.
Commandant of the Guyana Police Force Academy, Superintendent J. Prince, welcomed the participants before Commissioner of Police, Clifton Hicken, delivered the feature address. In his remarks, Hicken said the course was redesigned following the accreditation of the Guyana Police Force Academy and forms part of the Force’s continued investment in leadership development, professional training, and human resource capacity.

He noted that the course focuses on leadership, ethics, critical thinking, accountability, information technology, and evidence-based decision-making, which are essential to modern policing. Hicken also highlighted the Force’s continued investment in education, noting that more than 3,000 local scholarships and partnership initiatives have been facilitated, while hundreds of ranks are benefiting from opportunities through the Guyana Online Academy of Learning.
He further outlined plans to expand training in areas such as artificial intelligence, cybersecurity, intelligence analysis, digital forensics, and digital investigations, while noting that the Junior Officers’ Course will be fully digital. Addressing the regional participants, he emphasized the importance of collaboration among Caribbean law enforcement agencies, including accredited training and instructor exchanges aimed at developing policing standards across the region.
The course will be coordinated by Superintendent Dellon Fraser and Assistant Superintendent Dionne Pollard.
The Junior Officers’ Course focuses on the exchange of best practices and the development of leadership, supervisory, and managerial skills while strengthening cooperation among law enforcement agencies across the Caribbean. (GPF)
