See statement by the National Data Management Authority (NDMA) on the Unauthorised Use of the Tint Waiver Application System:
National Data Management Authority (NDMA), as the lead public sector ICT agency, is committed to delivering secure, transparent, and resilient digital services across the Government of Guyana. Safeguarding the integrity of national systems and preserving public trust in digital government services continue to be top priorities.
We do not condone the misuse of government systems, as such we can confirm that two employees were summarily dismissed on the 27th March 2026 following the unauthorized use of the Tint Waiver Application System. The incident was detected through the Ministry of Home Affairs’ established routine audit mechanisms and controls. This prompted an immediate investigation, with findings escalated to the NDMA. Following a thorough review of the evidence by an internal committee, decisive disciplinary action was taken.
NDMA maintains a strict zero-tolerance policy for any misuse of government systems or breach of public trust. The unauthorised access and manipulation of the system by these individuals constitute a serious violation of established protocols, ethical standards, and cybersecurity safeguards. Their conduct does not reflect the values or operational standards of NDMA, nor the high level of professionalism upheld by the many highly skilled Guyanese professionals advancing digital transformation within NDMA and Government of Guyana.
Further, the matter will be referred to the relevant law enforcement authorities, and NDMA will continue to fully cooperate with the Ministry of Home Affairs and all investigative bodies. We have also initiated a comprehensive review of access controls, audit mechanisms, and system governance protocols to further strengthen existing safeguards across all digital platforms. Additional measures are being implemented to enhance monitoring, accountability, and protection against unauthorized access, particularly among individuals involved in system administration, development, and assessment.
Please be assured that this isolated incident is being handled with the highest levels of efficiency and with strict adherence to the Laws of Guyana, and that both Ministry of Home Affairs and NDMA remain dedicated to ensuring the security of national systems and upholding public trust in digital government services.
