See full statement from the Ethnic Relations Commission:

The Ethnic Relations Commission (ERC) welcomes the restrictions on the importation of vapes and vaping products into Guyana, subject to approval by the relevant health authorities. This is a timely, responsible and protective measure that places the health, safety and future of our children and young people first. The Commission commends His Excellency Dr Mohamed Irfaan Ali, President of the Co-operative Republic of Guyana, for his prompt action in announcing these restrictions on October 17, 2026.

The measure responds directly to concerns raised by parents, teachers, religious leaders, young people and other stakeholders about the growing accessibility and use of vaping products among children and adolescents. When such products are inexpensive, readily available and presented as harmless or fashionable, our young people are placed at real risk.

The ERC’s constitutional mandate includes fostering a sense of security among all ethnic groups and promoting their full participation in the social, economic and cultural life of Guyana. A secure, inclusive and cohesive society begins with healthy young people who are able to grow, learn and realise their full potential. Safeguarding their wellbeing is therefore integral to the work of building good relations among all our communities.

The risks associated with vaping are shared by families across Guyana, irrespective of ethnicity, religion or background. The Commission is encouraged by the common purpose already shown by religious organisations, the private sector and civil society in supporting this measure. Such unity in protecting our children reflects the very best of our diverse nation.

The Commission is also mindful of the constitutional principle under Article 38B that the best interest of the child shall be the primary consideration in all matters concerning children. This principle is reinforced by the Tobacco Control Act 2017, which prohibits the sale of electronic cigarettes and vaping products to persons under 18 years of age.

The ERC therefore urges anyone who becomes aware of the sale of vaping products to minors to report the matter to the Guyana Police Force or the relevant authorities. Protecting our young people requires collective vigilance, and every citizen has a part to play.

The Commission further encourages parents, guardians, educators, faith leaders and community groups to speak openly with young people about the health risks of vaping, and to offer compassionate support, without shame or stigma, to those already affected. Through its school activities and stakeholder engagements, the ERC will continue to raise awareness and help children and adolescents make informed, healthy choices.

The Ethnic Relations Commission stands firmly in support of this measure and calls on all Guyanese to support its purpose. Our children deserve to grow up healthy, confident and free from addiction. Safeguarding that future is a responsibility we all share.
