During the next five years, incorporating the e-ID system, the Peoples Progressive Party Civic (PPP/C) will establish the MyGuyana citizen portal, a single, centralised, one-stop, digital platform, available via website, Android, and iPhone apps, bringing together key government services in one simple user-friendly, digital window.

With just a few clicks in the MyGuyana portal, having logged in with their e-ID, citizens will be able to:

  • Apply for birth certificates, ID cards, passports, and driver’s licences.
  • Access health, education, and other publicly held records.
  • Apply for business registrations and other business permits and licences, as
    well as file tax returns and pay taxes.
  • Apply for and track OAP and NIS pensions, as well as other statutory
    entitlements.
  • Apply for house lots, land titles, building permits, and utility connections.
    Pay utility bills and mortgage instalments.
  • Use a secure national eWallet integrated with local banks.
  • And much more, as other sectors and services are integrated into the system.

Additionally, the party said during the next five years, it will implement AskGov, Guyana’s official Artificial Intelligence (AI) assistant for government services.

AskGov will be available 24/7 to answer citizen questions and help complete tasks like renewing a licence, checking your application status, requesting documents, enquiring about processes to access specific government services, and file complaints and follow up on these.

Powered by agentic AI, AskGov will be able to answer a wide range of government queries and solve problems without human intervention.

Moreover, the PPP/C committed to building Guyana’s first sovereign AI cloud, which will keep Guyana’s data within the country’s borders.

This digital foundation will enable cutting-edge tools such as: big data to identify trends and support better informed decisions in health and education and generative AI to create reports, curriculum guides, and assist with chat support.

In education, students and teachers will benefit from AI-supported personalised content development and learning delivery, even in the most remote areas. In healthcare, AI will enhance diagnosis, track diseases, and prioritise critical cases faster. For everyday services, citizens will get real-time, intelligent support, irrespective of where they are.

Meanwhile, the party’s plan for Digital Guyana will also see the introduction of an Integrated Geographic Information System (GIS) to map and monitor national infrastructure in real time.

This system will:

  • Create 3D models of physical infrastructure across the country such as roads,
    bridges, kokers and other drainage and irrigation structures, underground
    conduits, utility posts, hydrants, and more.
  • Serve as a single, unified data layer for both public and private sector use.
    Enable smarter planning, quicker emergency response, and more efficient
    utility coordination.

Developed through public-private collaboration, this GIS model will become the
backbone for infrastructure management, linking Smart City and Smart Country
technologies with the real-world systems that support communities.

The PPP/C outlined that Digital Guyana will expand the Safe Road, Safe City, and Safe Country initiatives, using smart technology to improve public safety and environmental monitoring with:

  • AI-driven surveillance for crime detection and response.
  • Data sharing between law enforcement agencies for coordinated response.
  • Smart traffic systems for congestion management and road safety.
  • Environmental sensors to monitor weather conditions, noise, air and water
    quality, and illegal dumping.

These upgrades will help promote cleaner, safer, and more liveable communities, the PPP/C noted.

Meanwhile, the party noted that the MyGuyana portal will be integrated with banks and financial institutions, enabling:

  • Instant, secure verification for account opening.
  • Digital sales by banks, and faster and easier access to loans for borrowers.
  • A reduction in barriers to formal banking for low-income and remote populations

These plans are outlined in the party’s 2025 manifesto which was launched today.
