President Dr Irfaan Ali has declared that the longstanding issue of missing and displaced police case files is unacceptable, announcing that the Guyana Police Force (GPF) will move to a fully electronic case management and filing system to eliminate delays and inefficiencies in the justice process.
The Head of State made the remarks on Wednesday while addressing the opening ceremony of the Annual Police Officers’ Conference as he outlined the government’s reform agenda for law enforcement and the justice system, stressing that paper-based systems can no longer meet the demands of modern policing and prosecution.
“This whole problem of missing case files, displacing case files, and case files not turning up on time is not practical in today’s world,” President Ali said, noting that such failures undermine accountability and slow the administration of justice.
He disclosed that an electronic filing and case management system will be implemented this year, allowing for real-time tracking of police files, statements and reports. According to the President, the system will record who accessed a file, when it was accessed and what actions were taken, reducing opportunities for loss, tampering or delay.
Under the new system, officers will no longer have to wait on physical documents to be transported between stations or offices, as reports and statements will be submitted and retrieved electronically. The move is also expected to improve coordination between the Police Force, prosecutors and the courts.
“You don’t have to wait anymore for somebody to come from Supenaam to bring a statement to Brickdam, to go to the court,” he explained. “Technology is here and it will be utilised optimally in the Guyana Police Force.”
President Ali said the reform is part of a wider push to modernise policing through technology, adding that inefficiencies linked to outdated practices cannot continue as Guyana adapts to evolving security challenges.
