PPP promises a slew of laws to reform security sector

[www.inewsguyana.com] – With mounting concerns over the perception that Guyana’s security sector has suffered a collapse under the People’s Progressive Party/Civic (PPP/C) administration, the Party’s 2015 Manifesto promises a slew of new legislations and reforms to existing legislation to curb crime.

In the manifesto, dubbed Guyana Version 2.0, which was released at a grand ceremony at the Marriott International Hotel on Saturday April 25, it is stated that the Party intends to review the legalization on the use of marijuana and on the quantities that attract mandatory minimum jail sentences.

The Party also plans to introduce a Bail Act, a Jury’s Act, an E -Transaction Act, a New Arbitration Act, a Hire Purchase Act, a Whistle Blower Protection Act, Electronic Communications and Transactions Act, Juvenile Justice Act, a Motor Vehicles Insurance (Third Party Risks) Amendment Act.

It also plans to introduce amendments to the contentious Anti-Money Laundering & Countering the Financing of Terrorism (AML/CFT) Act, something which it failed to accomplish in the tenth parliament.

“Continuing the modernization of the Supreme Court Registry and the Deeds and Land Registries, including the total digitization of the records, as well as the processes at these institutions and digitizing the Deeds and Land Registry records and improve the function of the related agencies,” is also stated in the Guyana Version 2.0.

The PPP also intends to complete the installation and operationalization of a modern voice recording system at the Court of Appeal, as well as in the High Court at Georgetown, Demerara, New Amsterdam, Berbice and Suddie, Essequibo.

 

The Manifesto also noted that should the PPP regain government after May 11, it intends to continue collaborating with external partners to control organized crime by using special agencies such as the National Intelligence Committee (NIC), Special Organized Crime Unit (SOCU) and Customs and Anti-Narcotics Unit (CANU).

Further, it was also pointed out that it would be implementing “a problem oriented approach to addressing crime called POP (problem-oriented policing) with police taking a proactive role in identifying, understanding, and responding to problems – not just incidents in their communities.”

Ensuring police officers work closely with the Ministry of Education to reduce school violence, or drug abuse and the influence of criminal gangs in our schools and establishing a targeted policing programme to secure and boost confidence in critical sectors such as Tourism, Agriculture, Mining, Construction also appeared on the PPP’s Manifesto.

    the end of search and seizure by the police without warrant
    a Miranda Act similar to that of the US
    Police Internal Affairs(Police to the Police)
    and a very important issue

James i think ur brain is damage. as a government u have to deliver. the problem with this government is the Cost at which they deliver. i really would like to see the hundreds of road u talking about. all i see is recapping of roads for 23 years guyana should have had new roads build. it doesn’t have any projects that they work on without fraud. u wont see the corruptions because u benefiting from it, but as the old say goes” what sweet a goat mouth bitter at he back-side”. so enjoy the sweet.

Slymongoose u talking nonsense, have u ever serve in any of the discipline services? u get promote on your overall performance. i was a member of the G.D.F. all ethnic groups get promote, something u wouldn’t know because not all names make it to the media. this government damage the image of the discipline force. remember leading up to election in 2006 Jagdeo vow that he would reshuffle the JOIN SERVICES? which he did. u have to ask ur self, did the reshuffling bring about good. this government is the cartel in the country, they link to the drugs lords in and out of Guyana. Minister Shaw their own, did the carry out an investigation into his death? no because if it had happen it would have lead right back to them. but we all know that ppp cant afford to lose the election because the feds waiting on them. the feds aint like the ppp that don’t bring criminals to justice, they shake everyone down like what they doing roger khan and by now they know all the key players. ppp doesn’t know anything about security so how can they advise about security? they have all the wrong ppl in the wrong places as ministers. they like the WI Cricket board.

  4. enquiry ..u have it right on..get in a screw the electorate..ramotar lied through his teeth to ppp main support base when asked why no infrastructure work was done in ppp villages while most it not all infrastructure work was done in pnc supporters villages..well the man had the balls to blame it on..contractors..he said they were late in completing their work and some didnt want to work and the inclement weather..that means the weather was beautiful at all times when ppp were spending billions on infrastructure works on pnc villages..contractors always on time..he is not even a good liar at that..ppp too their main support base for granted in 2011 and they get a tastes of whats to come should they screw their electorates again .jagdeo said 25B was spent in linden..I would like to know which ppp strong hold PPP spent that kind of money..

    Tens of brand new Schools
    International Airport at Ogle
    How Cheddi Jagan International Airport looking now?
    etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc. etc……………

  6. sly…u r right not to speculate on the big bonus for security…ppp from day one think it can turm them around to be righteous citizens and do their job without fear or favor..not gona happen..they pledged their hearts lungs kidneys liver and most important their VOTES to PNC..PPP will refuse to see it..Still hoping they can turn them around

  7. It would be interesting what the PPP/C would do to address the gross imbalance in the security forces-Police and GDF from top to bottom. Every time there are promotions, it is clearly visible, not only by name but by ethnicity, who are mostly the recipients of these promotions. Afro Guyanese always make up the bulk while there is only a few if any at all from the other ethnic groups.(TOKENISM) Is this so because they are better than the others? Unacceptable.
    Every year the President gives to the police and soldiers one month salary extra for whatever REASON I will not speculate. The police service in particular does not need school drop outs and when they go into the service they would attend school again. No wonder many join only to have a job for life if they do not become corrupt and that IF is only hypothetical.

  8. all that and more is needed fine good and dandy to the ears like the swwt sound of music but who ppp hiring to do this thing..will ppp continue to hire more of those when come election time they —-vote…solidly for PNC…the will still continue to harass motorist on the road..they will stil turn a blind eye to the street gang of choke and robbers pick pocket..they will still shake you down for their raise when u go to conduct your business in government run institutes..they will still be there in their cushy air condition offices chewing on their juicy fruit gum with their little make up mirror admiring themselves..Ramotar think they will pick up that phone with citizens call 911??? I telling you .this…it a very difficult job for them to put away their make up kit of yapping on their cell phone with grandma sandy..to hell with who killing who…then when shit hits the fan..ppp will be blamed for not reigning in criminals..georgetown will continue to sink and stink..but hey we will blame that on ppp too…
