[www.inewsguyana.com] – While there has been no official word from the Guyana Police Force with respect to the disciplinary action, if any, to be taken against Constable Singh of the Timheri Police Station following the sexual abuse of a male prisoner, iNews has confirmed that the Police Constable has been taken off of active duty and is under close arrest.
Constable Singh is accused of sexually, verbally and physically abusing Colwyn Anthony Harding by forcing a police baton with a condom up his anus.
iNews confirmed on Wednesday, January 15 that the Police Office for Professional Responsibility has been asked to investigate the matter. While the details of the investigation are not known to this online news service, it was confirmed that the department received instructions two days ago to launch an investigation.
Meanwhile, Police Commissioner, Leroy Brumell told iNews via a telephone interview that the matter will not be swept under the carpet.
The Top Cop said that based on initial reports he received, the prisoner was assaulted, however, the Commissioner had no idea as to the extent of the assault.
The Police Commissioner further explained to iNews that after he realized the seriousness of the allegations, he immediately ordered the office of Professional Responsibility to take over the investigation. The file from the investigation will be sent to the Director of Public Prosecutions (DPP) for advice.
With respect to the police officer Brumell said that the rank has been removed from the police station and the commander of A Division has until this weekend to remove the rest of the ranks.
“Who will face the heat for this because it is very disgraceful,” Brumell told iNews.
Several persons are scheduled to give statements today to the Police Office for Professional Responsibility.
Colwyn Anthony Harding was arrested on November 15, 2013 at a house in Timehri North. A party of policemen and members of the community-policing group visited the house he and his girlfriend were staying and kicked down the door.
They claimed that he had stolen some articles from a resident. The group included an Inspector, Corporal Lowe and Constable Singh, who searched the house found nothing of evidential value.
It is alleged that Constable Singh then said that he was going to bugger Harding and videotape it. Harding said that he was not a girl and there was no way in which he was going to let that happen. Singh then allegedly took his baton and hit Harding repeatedly until he fell unconscious.
Harding regained consciousness in the bathroom after a bucket of water was thrown on him and observed that Singh had his camera from his mobile phone on.
The Police Officer then allegedly placed a condom on the baton and violently inserted the baton in Harding’s rectum thereby causing injury to his intestines. Harding started to scream and Singh inserted two panties into his mouth in order to suppress the screams. [Leroy Smith]
