[www.inewsguyana.com] – Former Police Commissioner and Shadow Home Affairs Minister of A Partnership for National Unity (APNU), Winston Felix believes that the non – police members of the Police Service Commission (PSC) are being politically influenced; compromising their independence in the execution of their duties in a fair and transparent manner.
“The non – police members of the Service Commission are representing the interest of office of the President and Freedom House and the Ministry of Home Affairs…I am unafraid to make that comment,” Felix told iNews during an exclusive interview on Thursday, January 29.
He expressed his view on the PSC’s decision to promote two police ranks who were charged with torturing a 15 year-old boy in 2008 at the Leonora Police Station.
“Torture is not an ordinary crime of simple larceny, it has international abhorrence,” Felix said.
The ranks – Mohanran Dolai and Narine Lall was recently promoted to Corporal and Inspector, respectively. Felix supported the outrage expressed by sections of society over their promotion.
“The two of them promoted the same time on the same list; you want to tell me that they didn’t bypass nobody?…how could a Corporal and a Sergeant involved in the same matter, promoted on the same list at the same time and not arise suspicions that political intervention caused their preference to come so high on the promotion list and that other members on the force have been bypassed in that process?”
Meanwhile, Head of the Presidential Secretariat, Dr. Roger Luncheon told Reporters at a post cabinet media briefing on Wednesday, January 28 that the PSC provided a satisfactory explanation to Cabinet justifying the promotion of the police officers.
This comment by the Government’s spokesman has angered Felix, who noted that this is proof of his assumption that the some of the members on the PSC are not independent and operate to the satisfaction of Government.
He stressed that the PSC was created to function independently from the Police and politicians in the interest of the members of the Guyana Police Force.
“What has happened in this promotion is that the men who were at the top of the list were not even considered…the non-police members of the Commission allowed themselves to be guided by extra considerations which they should not have been guided by to allow them to make certain decisions which deprived members of the Force who should have been promoted not to be promoted, that is what took place on this Commission.”
The Former Police Commissioner also weighed in on the case regarding the recently promoted rank Alwyn Hoyte, whose promotion was later rescinded by the PSC over claims that he has a matter pending.
Hoyte, who was a Sergeant for the past 10 years, was among 33 persons promoted to the rank of Inspector.
“One you promote a man, the man has a rank you cannot take it away from him by a letter…they didn’t write the letter and if it was me I would have refused to write the letter because I don’t appoint Officers so you can’t tell me write nobody and dismiss them.”
You seem to realize that there is a poor young man who probably will not have children or allowed a normal life like those bastards who tortured him have, now the government rubbing salt in that child’s wounds by promoting and giving a good life to the policemen who ruin his life. How can that can be right. Were it your brother you would have been up in arms. God watching and god don’t like ugly, just be patient, just be patient all of them time coming.
